Difference between ICRC and IFRC

The ICRC

The ICRC stands for International Committee of Red Cross/Crescent. It is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate. States parties (signatories) to the four Geneva Conventions of 1949 and their Additional Protocols of 1977 (Protocol I, Protocol II) and 2005, have given the ICRC a mandate to protect victims of international and internal armed conflicts. Such victims include war wounded, prisoners, refugees, civilians, and other non-combatants. The ICRC is part of the International Red Cross and Red Crescent Movement.


The ICRC works neutrally and impartially to protect and assist people affected by armed conflict by:
  1. Visiting POW's and detainees
  2. Searching for missing persons
  3. Transmittting messages between separated family members
  4. Reuniting dispersed families
  5. Providing safe water, food and medical assistance to those in need
  6. Promoting respect for International Humanitarian Law.


 The IFRC

The International Federation of Red Cross and Red Crescent Societies (initially known as the League of Red Cross Societies or LRCS) is a humanitarian institution that is part of the International Red Cross and Red Crescent Movement along with the ICRC and 187 distinct National Societies. Founded in 1919 and based in Geneva, Switzerland, it coordinates activities between the National Societies in order "to improve the lives of vulnerable people by mobilizing the power of humanity". On an international level, the Federation leads and organizes, in close cooperation with the National Societies, relief assistance missions responding to large-scale emergencies.


The IFRC promotes programs on behalf of victims of natural disasters, socio-economic crises and health emergencies; refugees, and member national societies include:

  1. Promoting humanitarian values
  2. Disaster Response
  3. Disaster Preparedness
  4. Health & Community care
  5. Capacity building

Ulangtahun Tindakan Kemanusiaan Ke 150

Pada tahun 2013 ini genaplah 150 tahun tindakan kemanusiaan yang dipelopori oleh Sir Henry Dunant yang membawa kepada penubuhan sebuah institusi kesukarelawan yang dinamakan Jawatankuasa Bulan/Palang Merah Antarabangsa atau International Comittee of Red Cross/Crescent (ICRC) yang mana setakat ini mempunyai 187 buah negara sebagai ahli berdaftar. Selaku ahli ICRC, PBSM NBD sentiasa bersedia menghulurkan bantuan kemanusiaan dari masa ke semasa kepada masyarakat di negara ini khasnya dan di luar negara amnya tanpa mengira latar ugama, bangsa dan negara.

Sebagai langkah permulaan, PBSM NBD telah mengadakan jalinan hubungan kerjasama serantau dengan beberapa rakan strategik seperti Persatuan Bulan Sabit Merah Malaysia, Palang Merah Singapura, Bulan Sabit Merah Indonesia dan akan bergerak ke arena antarabangsa dengan kerjasama pihak ICRC Cawangan Asia di Thailand. Pergerakan PBSM NBD adalah bergantung kepada sokongan masyarakat di negara ini selain dari sokongan pihak kerajaan melalui Kementerian Kebudayaan, Belia dan Sukan (KKBS).

PBSM NBD mengucapkan setinggi-tinggi penghargaan dan berbanyak-banyak terima kasih kepada pihak kerajaan khususnya KKBS yang telah memberikan sebuah bangunan yang telahpun dijadikan sebagai Ibu Pejabat Kebangsaan PBSM NBD pada Ogos lalu. Pemberian ini Insya-Allah dapatlah dijadikan sebagai penanda aras atau batu loncatan ke arah pergerakan PBSM NBD ke peringkat serantau dan antarabangsa.

Uniformed Participants Put On Great Show For Get-Together

Bandar Seri Begawan: The final get-together ceremony (in the Brunei-Muara District) for His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's 67th birthday celebration was held yesterday in the capital, Bandar Seri Begawan.

It saw a great number of uniformed personnel as well as representatives from various organisations and associations together as one on the field of Taman Haji Sir Muda Omar 'Ali Saifuddien in full patriotic flavour as they took part in the morning's event.

The, Borneo Bulletin had the opportunity to interview a few of the supervising teachers and the heads of uniformed personnel at the field.

Among those that the Bulletin had the opportunity to interview was Pengiran Khairel Putra bin Pengiran Ahmad, a Supervising Teacher for the Awang Semaun Secondary School Police Csdets, who said that a total of 100 Police Cadets students from 12 schools in the Brunei-Muara District were involved in the event.

"The students from Awang Semaun Secondary School Police Cadets, for example, are all from the senior class who have had extensive training in marching so all I had to do was just refresh their memories and take them through their phases so that when they come here all they have to do is just to follow orders because they would already know every movement that they have to make," he explained.

Pg Khairel Putra later added that the cadets would only need three sessions to practise, as they are different from other students in that they have already learned the basics of marching in unison, so all that was left to do was to fine-tune their synchronised movements.

"Despite the rain that poured down, the Police Cadets managed to stay in formation to show their high discipline as Police Cadets are trained to be," he said.

Also among the uniformed personnel involved in yesterday's festive celebration were the Army Cadets.

Major Fadzley, the Commanding Officer of the Army Cadets, told the Bulletin that the cadets had been split into three groups, with one group responsible for flag-carrying, while another took part in activities on the stage, and another was present for the 'Menjunjung Ziarah'  ceremony.

The cadets, who hail from various local educational institutions, were aged between 16 and 21 years.
In preparations for the event, the cadets took part in various training activities, including coordination with the organisers as well as at Rimba Camp.

Major Fadzley confirmed that the cadets were proud to be a part of the procession, and added, "All of them are students who took part in clubs at various colleges related to youth cadets.

"This is a way for them to become Bruneian citizens who are not only excellent in their studies, but also in self-discipline as well as to learn more about their future careers and so forth."

Also on the field were 100 personnel from the Brunei-Muara Red Crescent Division headed by Director Hj Md Suhaimi bin Hj Ibrahim, who stated that this year, they covered three areas - the first part was the performance, and then the get-together as well as patrolling around the field to take care of the public present at the event.

"We participate in this event yearly where the personnel from the Brunei-Muara Red Crescent Division are made up of students from various educational institutions in the BruneiMuara District, along with some volunteers.

"This year, we can see that there is less of a crowd compared to the previous years. As for the heavy rain and strong winds that we experienced earlier, we are grateful that there were no injuries," said Hj Md Suhaimi.

Meanwhile, among the uniformed associations that also did not miss out on the opportunity to take part in this year's celebration was the Girl Guides Association, headed by Chief Commissioner Hjh Siti Hafsah binti Hj Abdul Halim, with 200 Brownies and Girl Guides from various primary and secondary schools in the Brunei-Muara District as well as the Girl Guides Association's Administrative Committee members.

This year the Girl Guides Association was invited by the Co-Curriculum Department to perform the national anthem and the sovereign cheers along with other uniformed personnel and representatives of various organisations and associations.

HRH graces Ladies Golf Association charity event

BRUNEI-MUARA - BRUNEI Ladies Golf Association Charity Golf tournament came to an end with two gross overall champions yesterday.

Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah was the guest of honour at yesterday's presentation ceremony held at the Royal Brunei Golf and Country Club in Jerudong, and presented the prizes to the winners.

Hj Osmar Duraman claimed the top prize for the men's category with a score of 72 and AlmasSyadzwanie Kamis for the women's category with a score of 85. YDM Pehin Orang Kaya Lela Pahlawan Major General (RtdDato Paduka Seri Hj Mohd Jaafar Hj Abd Aziz claimed first prize for the Above-60 senior men nett category with a score of 71.

Meanwhile Hj Rojer Abdullah picked up the win for the Above-60 senior men gross category with a score of 79.

Hjh Zainab Hj Ali claimed the top position for the Above-60 senior ladies nett category after finishing with a score of 77.

Meanwhile in the Men's Division C (handicap 19-24) Hj Md Shukri Hj Rahim finished with a score of 68 to win the nett category.

Minuddin Hj Md Daud was the winner for the Division C gross category with a score of 91.

In the the Men's Division B (handicap 10-18) category Hj Muhd Hanafi PP Hj Ahmad finished with a score of 67 to clinch nett top spot.

Hj Omar Hj Baha ended with a score of 78 to claim top honours for the Division B gross category.

In the top Division A (handicap 0-9) category Ali Hj Rashid picked up the Men's nett win after scoring 72, while Seruji Hj Setia won the Division A gross category with his score of 75.

Pg Hjh Zubaidah Pg Hj Mohammad scored 72 to take the win in the Ladies Division nett category.

Dora Madai won with a score of 94 OCB in the Ladies Division gross.

In the 18 and under category, Norintan Hj Shahreen won after scoring 67.

The event also saw two mock cheques presented to An Nur Harapan ($12,600) and the Brunei Red Crescent Society Brunei Muara Division ($8,400).

There were also other prizes given away included longest drives and nearest to the pin at selected holes.

Strong wind sends tent crashing down

MOMENTARY chaos swept through the Taman Haji Sir Omar 'Ali Saifuddien that was hosting the final leg of the Ramah Mesra for His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's birthday celebration as an onslaught of rain and accompanying wind sent a tent crashing to the ground just as the special performances came to an end.

During the incident, members of medical personnel were also seen making their way to the fallen tent to ensure that no member of the public was injured. However, it was seen that a young girl was carried away on a stretcher by medical personnel soon after the crashing, prompting concern amongst bystanders and well-wishers for His Majesty.

Chief Commander of the Emergency Medical and Ambulance Services (EMAS) under the Ministry of Health, Chiang Mei Mei, refuted those rumours that spread of the young girl that had become a casualty of the unfortunate event. Chiang said that the girl who was whisked away was merely a case of wrong timing and not a casualty of the fallen tent.

She explained that the girl had obtained injuries earlier on in the day, prior to the tent falling. She was then carried away for a second time from one of their clinics as her sprained ankle had persisted a few hours later.

"There were no casualties. Throughout the whole day, we had only received one other complaint from members of the public and that was caused by giddiness," said Chiang who explained that she was close to the scene of the falling tent when it occurred.

Director of the Red Crescent for the Brunei-Muara district, Hj Muhd Suhaimi Hj Ibrahim, said that their association had also rushed to the scene to ensure that there were no injuries. He explained that they had created barricades to prevent people from going into the area.

"We are always on duty and when we saw the tent fall, we provided help. It is not just the impact of the falling tent but the possibility of being struck by lightning that we were worried about. Luckily everyone is safe."

Int'l Red Cross delegates visit Brunei Red Crescent Society

THE International Committee of the Red Cross (ICRC) newly appointed delegation yesterday paid a visit to the Brunei Darussalam Red Crescent Society (BDRCS).

Led by the Regional Cooperation Delegate Sandra Moretti, the delegation included Programme Officer of ICRC Lili Chin, ICRC Cooperation Officer Noel Dass and Assistant Diplomatic Adviser of ICRC Kimberly Nina Rajaretnam, the meeting was held at Indoor National Stadium.

Welcoming the delegates was Secretary General of the BDRCS Hj Julaini Hj Abdul Latip who was accompanied by Hj Halim Hj Osman, the Deputy President of the BDRCS.

Hj Julaini shared that "since the ICRC is a humanitarian organisation, the visit aims to inform the newly elected delegates from Kuala Lumpur of the humanitarian activities that has been conducted by the BDRCS."

According to Lili Chin, the Programme Officer of ICRC, the visit was organised in conjunction with ICRC's 150th anniversary.

The trip was also an advanced introduction before the official visit of ICRC's Head of Regional Delegation Jeremy England scheduled for end of this month.

A courtesy call was also made to the Acting Director of the Co-curriculum Department of the Ministry of Education Pg Suhaimi Pg Hj Bakar as well as the Brunei Sports School yesterday.

Red Crescent Society gets new HQ

THE Brunei Darussalam Red Crescent Society (BDRCS) officially opened its new headquarters yesterday at Anggerek Desa Flat, Berakas.

The keys were handed over by Acting Director of Youth and Sports Hj Abdul Malik Hj Mohammad to BDRCS President Datin Hjh Siti Hajar POKSS DP Hj Md Yussof.

In her welcoming remarks, Datin Hjh Siti Hajar pointed out that opening of BDRCS's new headquarters follows celebrations to mark its 65th anniversary this year as well as that of the International Red Crescent society, which is 150 years old. She added that the societies had worked closely with the International Committee of the Red Cross to organise the event to mark the opening of the new office.

She said she hoped the new headquarters would serve as a training ground for the association and allow them to hold more programmes especially on capacity building for its members.

Additionally, the BDRCS is looking to establish a voluntary squad as part of its long-term action plan so that it is no longer dependent on school-member units to provide emergency and disaster assistance.

The association, which is affiliated with the International Federation of Red Cross and Red Crescent Societies (IFRCS), will be introducing a number of professional emergency assistance training programmes in order to become more effective, professional and on par with national and regional standards.

Also attending the event were commissioners from the Brunei Scouts Association and the Girl Guides Association of Brunei Darussalam. It concluded with a dikir recital by members of the BDRSC, who also celebrated Hari Raya Aidil Fitri.

Red Crescent Society Holds Tahlil In Remembrance Of Sultan’s Late Parents


Bandar Seri Begawan – The Brunei Darussalam Red Crescent Society (PBSM), in conjunction with the 65th anniversaryofits establishment, yesterday held a Surah Yaasiin recitation and Tahlil for the late parents of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at the Royal Mausoleum, Jalan Kubah Makam Diraja. Present at the event was the Secretary-General of Brunei Darussalam Red Crescent Society, Hj Julaihi bin Hj Latif and members.

“AS EFFECTIVE and responsible members of the society, we must self-reflect, including organisational effectiveness with critical analysis.”

This was highlighted by Haji Julaini Haji Abdul Latip, Secretary-General of the Brunei Darussalam Red Crescent Society (BDRCS) during his speech at the Second General Meeting of BDRCS held at the Green Room, Indoor Stadium.

“The two key points that need to be given critical analysis are how we manage our volunteers in relation to humanitarian works and how far we have maximised our strengths in all aspects of humanitarian works,” he affirmed.

The secretary-general also stated that the Brunei-Muara District Branch has to focus on its strengths instead of weaknesses.

The two issues should be understood by all leaders and members as well as volunteers as these are fundamental leadership issues that must be given priority to maintain the sustainability and visibility of BDRCS.

“All leaders of BDRCS have to utilise management tools like PMER Approach used by the International Federation of Red Crescent (IFRC) in planning and implementation of programmes, projects and activities,” underlined Haji Julaini.

He explained that PMER Approach consists of Planning, Monitoring, Evaluating and Report.

Haji Julaini also highlighted that if the PMER Approach is used as a management tool, it will provide quality assurance, standard and consistency in every aspect of management or activities to be implemented.

“For all youths, especially the Brunei Red Crescent Youths, it is important to embrace a caring attitude towards the community and help those who are in need. It is your responsibility towards your people, your nation and yourself as you shape high quality and competent future leaders of the sultanate.”

Berkenan kurnia hadiah



Yang Teramat Mulia Paduka Seri Pengiran anak Isteri Pengiran Anak Sarah hari ini berkenan menyempurnakan penyampaian hadiah kepada pemenang Pertandingan Golf Amal Patron 2013 yang diadakan selama tiga hari.

Pertandingan anjuran Persatuan Golf Wanita Brunei yang disertai lebih 250 pemain golf telah dibahagikan kepada kategori ‘Gross’ dan juga ‘Nett’ bagi lelaki, wanita, senior dan junior berumur 18 tahun ke bawah.

Dalam pertandingan itu, Haji Osmar bin Duraman muncul sebagai juara keseluruhan Gross kategori lelaki mendapat 72 mata, manakala Almaz Syadzwanie binti Kamis menjadi juara keseluruhan kategori wanita dengan 85 mata.
 
Seperti tahun-tahun sebelumnya, anjuran Persatuan Golf Wanita Brunei ini adalah untuk mengutip wang mengisi tabung amal dan pada tahun ini pertandingan sejak 6 September lalu telah berjaya mengutip sebanyak $21,000. Ia kemudiannya didermakan kepada Dana Ihsan Annur Harapan sejumlah $12,600 dan kepada Pertubuhan Bulan Sabit Merah sejumlah $8,400.
 


Penyampaian derma kepada kedua-dua organisasi tersebut disempurnakan oleh Yang Teramat Mulia Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah di Royal Brunei Golf Country Club.

Pertandingan ini adalah edisi kelima dan menawarkan hadiah-hadiah istimewa bagi hadiah ‘hole in one’ dan di samping memberikan saluran kepada pemain golf tempatan untuk menyumbangkan derma.

PBSM giat atur perubahan

BANDAR SERI BEGAWAN, 23 Ogos – Persatuan Bulan Sabit Merah Negara Brunei Darussalam (PBSM) sedang giat dalam usaha menstrukturkan semula Piagam Persatuan dan melaksanakan pelan transformasi dengan fokus utama untuk menggiatkan lagi kerja-kerja kemanusiaan dalam kalangan ahli belia di peringkat sekolah dan sukarelawan.

Perubahan itu adalah strategi awal dalam hasrat utama PBSM untuk mengalih pandangan umum terhadap persatuan itu yang tidak hanya semata-mata sebuah persatuan yang memberikan perkhidmatan pertolongan cemas pada waktu keramaian dan kesukanan saja, malah sebuah persatuan bukan kerajaan yang berkanun dan diiktiraf di peringkat serantau dan antarabangsa.

Pengumuman itu dibuat Presiden PBSM Kebangsaan, Datin Hajah Siti Hajar binti POKSS DP Haji Mohd Yussof ketika berucap pada majlis membaca doa kesyukuran sempena bermulanya operasi di Ibu Pejabat Kebangsaan PBSM yang baru di Anggerik Desa yang diadakan serentak dengan sambutan Hari Raya Aidilfitri.


Awang Haji Abd Malik menyerahkan replika anak kunci Ibu Pejabat PBSM kepada Datin Hajah Siti Hajar.



Sebahagian daripada ahli PBSM dari cawangan seluruh negara yang hadir pada majlis itu.

Hadir sebagai tetamu kehormat majlis ialah Pemangku Pengarah Belia dan Sukan, Awang Haji Abdul Malik bin Haji Muhammad dan turut hadir ialah Pengerusi PBSM cawangan Daerah Brunei dan Muara, Awang Haji Murni bin Haji Awang Damit.

“PBSM juga berhasrat untuk lebih menitikberatkan lagi usaha memberikan sokongan dan kerjasama kepada sektor kerajaan, sektor awam dan swasta dengan menyediakan platform perkhidmatan bantuan pertolongan cemas dan respons darurat dari semasa ke semasa,” ujar beliau.

Menurutnya, sebagai ahli yang ke-170 kepada The International Federation of Red Cross And Red Crescent Societies (IFRCS), PBSM Negara Brunei Darussalam mempunyai komitmen di peringkat serantau dan antarabangsa dalam menangani program pengurusan bencana dan program bantuan kemanusiaan yang lain.

Katanya, ke arah cita-cita itu PBSM sedang membuat penumpuan dalam meningkatkan kemampuan ahli-ahlinya melalui pelbagai program pembangunan keupayaan.

Di samping itu, PBSM bersama dengan pihak ICRC juga pada masa ini sedang meningkatkan penyusunan program latihan dalam bidang EHI (Meneroka Undang-undang Kemanusiaan) dengan hasrat untuk melahirkan pasukan yang dianggotai oleh ahli-ahli, terutama golongan belia, yang cintakan kedamaian, prihatin serta mempunyai nilai kemanusiaan yang sentiasa siap siaga memberikan bantuan kepada pihak yang sakit dan menderita, membantu jiran tetangga serta masyarakat sekeliling.

Datin Hajah Siti Hajar seterusnya menjelaskan, melalui Pelan Bertindak Jangka Panjang PBSM juga berhasrat untuk menubuhkan skuad sukarelawan yang tidak bergantung semata-mata kepada ahli-ahli unit sekolah-sekolah dalam menyediakan perkhidmatan pertolongan cemas dan darurat bencana.

Ujarnya, dengan bantuan khidmat pakar dari International Federation of Red Cross and Red Crescent Societies (IFRC), beberapa Program Latihan Pertolongan Cemas secara profesional menerusi penubuhan Pusat Latihan Bulan Sabit Merah yang dapat menyediakan infrastruktur Latihan Pertolongan Cemas secara aktif dan berkesan, profesional dan diiktiraf dengan persijilan di peringkat kebangsaan dan serantau.

Beliau yang juga mewakili seluruh warga PBSM mengucapkan terima kasih dan penghargaan kepada kerajaan melalui Jabatan Belia dan Sukan atas sokongan dan bantuan yang sentiasa dihulurkan kepada PBSM alam melaksanakan program kegiatan persatuan, yang antara nya menghadiri mesyuarat dan persidangan peringkat serantau dan antarabangsa.

Ucapan beliau disusuli dengan upacara menyerahkan replika anak kunci bagi Unit Ibu Pejabat PBSM yang baru oleh Tetamu kehormat kepada Datin Hajah Siti Hajar yang kemudiannya disambut dengan majlis berzikir oleh ahli PBSM Sekolah Ugama Arab Menengah Perempuan Raja Isteri Pengiran Anak Damit (SUAM RIPAD).

Majlis itu dihadiri lebih 60 orang yang terdiri daripada pengarah dan pengawas PBSM dari seluruh negara dan perwakilan dari Persatuan Pandu Puteri Negara Brunei Darussalam.

BANDAR SERI BEGAWAN, Jumaat, 23 Ogos. - Persatuan Bulan Sabit Merah (PBSM) Kebangsaan, Negara Brunei Darussalam, petang tadi mengadakan Majlis Doa Kesyukuran sempena berpindah ke ibu pejabat baru persatuan berkenaan di Blok ‘C’, Tingkat 3, Simpang 32-5, Bangunan Anggerek Desa, Berakas, di sini.

Majlis yang diadakan di Ibu Pejabat PBSM yang baru itu dihadiri oleh Pemangku Pengarah Belia dan Sukan, Awang Haji Abdul Malik bin Haji Mohammad, selaku tetamu kehormat majlis.

Terdahulu, majlis bermula dengan bacaan Surah Al Faatihah beramai-ramai dipimpin oleh Pegawai Ugama PBSM Kebangsaan, Awang Haji Shahminan bin Awang Haji Tengah, diikuti dengan ucapan alu-aluan daripada Presiden PBSM Kebangsaan, Datin Hajah Siti Hajar binti POKSS Dato Paduka Haji Mohd. Yussof.

Dalam majlis itu, tetamu kehormat juga menyempurnakan penyerahan anak kunci ibu pejabat baru persatuan itu kepada Presiden PBSM Kebangsaan.

Majlis dihadiri oleh Ahli-ahli Majlis Kebangsaan persatuan berkenaan.

PBSM Negara Brunei Darussalam ditubuhkan pada tahun 1948 dengan dikenali sebagai Persatuan Palang Merah Negeri Brunei (PPMNB).

Dengan diasaskan oleh Al-Marhum Pengiran Temenggong Sahibul Bahar bin Pengiran Haji Mohammed, penubuhan persatuan berkenaan adalah bagi menyokong salah satu keputusan Persidangan Perubatan di Cannes, Perancis yang bersidang pada 5 Mei 1918 dan menyeru agar lebih banyak Persatuan Palang Merah dan Bulan Sabit Merah ditubuhkan di seluruh dunia.

PPMNB telah diiktiraf di dalam Perlembagaan Negeri Brunei 1959 yang mana pada tahun 1977, ianya diterima menjadi ahli yang ke-170 di Persekutuan Antarabangsa Palang Merah dan Bulan Sabit Merah (IFRC).

Setelah berada di bawah seliaan Persatuan Palang Merah British (British Red Cross Society) sehingga tahun 1984, PBSM terpisah dari seliaan Palang Merah British setelah Negara Brunei Darussalam merdeka daripada naungan British dan  pada tahun 1991.

Persatuan berkenaan didaftarkan secara rasmi di bawah Seksyen 83 (3) Akta Pertubuhan-Pertubuhan sebagai sebuah bantuan sukarela yang tertakluk di bawah syarat-syarat Konvensyen Geneva.

Pada 6 November 1996, PBSM diterima sebagai ahli yang ke-170 dalam Jawatankuasa Antarabangsa Palang/Bulan Sabit Merah (ICRC).

Aktiviti Sihat peduli warga emas

SERIA, Jumaat, 15 Februari. - Atas dasar pemedulian terhadap warga emas, Jabatan Pembangunan Masyarakat (JAPEM) dan Persatuan Bulan Sabit Merah (PBSM) Cawangan Daerah Belait telah menganjurkan Aktiviti Sihat bersama warga emas.
 
Aktiviti Sihat kali kedua diadakan pada tahun ini disertai oleh 50 warga emas yang tinggal di Mukim Seria yang diadakan di Dewan Pejabat Daerah, di sini.
 
Turut hadir Penghulu Mukim Seria, Awang Haji Jamail bin Haji Linap, Ketua Cawangan JAPEM Belait, Dayang Noridah binti Haji Ishak dan Pengerusi PBSM Cawangan Daerah Belait, Chai Yum Fatt serta pegawai-pegawai JAPEM, ahli-ahli PBSM dan ahli-ahli Majlis Perundingan Mukim (MPM) Seria.
 
Aktiviti Sihat diadakan berperingkat-peringkat di kesemua mukim dan kampung di Daerah Belait dan pertama kali diadakan di Mukim Belait di Dewan Kemasyarakatan Kampung Pandan pada 7 Jun tahun lepas dengan tujuan bagi mengeratkan silaturahim sesama warga emas dan masyarakat di Daerah Belait.
 
Objektif aktiviti itu juga bagi mengamalkan aktiviti-aktiviti sihat meliputi sihat dari segi fizikal dan mental di semua peringkat usia serta meningkatkan lagi penglibatan warga emas dalam aktiviti masyarakat dan menyemai sikap keprihatinan serta pemedulian pihak swasta, NGO dan persatuan-persatuan yang berkenaan terhadap warga emas.
 
Di antara aktiviti-aktiviti yang diadakan termasuk senaman ringan, taklimat pemakanan sihat bagi warga emas yang disampaikan oleh Pegawai Pelajaran Kesihatan, Siti Munawarrah binti Awang Tarif selaku Pegawai Pemakanan dari Pusat Promosi Kesihatan, Jabatan Kesihatan dan taklimat serta tunjuk ajar pertolongan cemas yang disampaikan oleh Setiausaha PBSM Cawangan Daerah Belait, Awang Haji Ismail bin Kassim yang juga selaku Timbalan Pengerusi majlis tersebut, aktiviti bersama warga emas dan sesi sembang-sembang.

Golongan kurang berkemampuan dapat perhatian

KUALA BELAIT, Rabu, 7 Ogos. - Atas dasar pemedulian terhadap orang susah di Daerah Belait, Persatuan Bulan Sabit Merah (PBSM) Cawangan Daerah Belait telah menyampaikan sumbangan hamper sempena Hari Raya Aidilfitri kepada orang-orang tertentu.

Seramai tujuh keluarga yang terpilih menerima sumbangan berkenaan merupakan penerima Pencen Umur Tua (PUT), Bantuan Kebajikan Bulanan (BKB), Tabung Badan Kebajikan Kebangsaan Brunei Darussalam (TBKKBD), Elaun Pencen daripada Jabatan Pembangunan Masyarakat (JAPEM) dan penghuni berek di bawah kawalan JAPEM.

Sumbangan disampaikan oleh Pengerusi PBSM, Cawangan Daerah Belait, Chai Yum Fatt dan ahli-ahli PBSM yang diadakan hari ini di Pejabat JAPEM di sini dan disaksikan oleh Ketua Cawangan JAPEM Kuala Belait, Dayang Noridah binti Haji Ishak, pegawai-pegawai JAPEM dan ahli-ahli PBSM.

Mereka yang menerima sumbangan terdiri daripada Dayang Jamilah binti Buang, seorang balu yang mempunyai lima orang anak.

Beliau menerima bantuan kewangan daripada wang TBKKBD sebanyak BND250.00 untuk dirinya dan tiga orang anaknya.

Dayang Salmah binti Ismail, 54, mempunyai lima orang anak, beliau bekerja secara sukarela sebagai penggapai sukarela dan mendiami berek di bawah kawalan JAPEM sejak 2011, manakala Awang Samat bin Tahir, 48, berkahwin dan mempunyai empat orang anak. Beliau menerima BKB BND260.00 untuk anak-anaknya yang bersekolah sementara beliau bekerja sebagai penjaga malam di Pejabat Daerah Belait.

Dayang Saniah binti Haji Md. Yussof, seorang balu tidak mempunyai pekerjaan hanya menerima elaun daripada JAPEM sebanyak BND363.00 untuk dirinya dan seorang anak lelakinya, sementara itu Dayang Zurina binti Mohammad Seruji, juga seorang balu, mempunyai lima orang anak. Beliau tidak mempunyai pekerjaan hanya menerima BKB untuk dirinya dan seorang anaknya yang bersekolah.

Juga menerima sumbangan ialah Dayang Hajah Silandang binti Taip, 93, balu menerima PUT sebanyak BND250.00 dan BKB sebanyak BND200.00 kerana tidak dapat berjalan/lumpuh. Beliau tinggal bersama anaknya, Dayang Margaret binti Haji Anis, 62 dan penerima seterusnya, Awang Ramlee binti Sanip, 60, berkahwin dan tidak mempunyai pekerjaan hanya menerima PUT dan BKB sebanyak BND65.00 untuk elaun sara hidup anaknya yang berusia tiga tahun.

Sumbangan merupakan salah satu aktiviti jangka panjang yang diungkayahkan oleh PBSM Cawangan Daerah Belait dengan kerjasama JAPEM Cawangan Kuala Belait dengan tujuan untuk meringankan beban orang-orang susah dan juga sikap keprihatinan serta pemedulian pihak swasta, NGO’s dan persatuan-persatuan yang berkenaan terhadap mereka yang kurang berkemampuan dan memerlukan bantuan di daerah ini.

Enam ahli PBSM dinaikkan pangkat

KUALA BELAIT, Selasa, 2 Julai. - Enam orang ahli Persatuan Bulan Sabit Merah (PBSM) Cawangan Daerah Belait telah menerima kenaikan pangkat dan tugas di dalam Ahli Jawatankuasa Tadbir Tertinggi persatuan bagi sesi 2013 hingga 2015.

Mereka yang dilantik terdiri daripada Tan Cho Hua sebagai Penolong Setiausaha merangkap Pegawai Perhubungan; Pang Khek Hua, Penolong Jurulatih Daerah dan Chung Yin Ngee sebagai Pegawai Kebajikan sementara Kuan Huat Chye, Shim Kin Ying dan Chan Liong sebagai Ahli Jawatankuasa Daerah.

Majlis penyampaian pangkat dan penetapan jawatan yang diadakan di Rumah Persinggahan Kerajaan di sini disempurnakan oleh tetamu kehormat, Pengerusi Lembaga Bandaran Kuala Belait dan Seria, Awang Haji Ishak bin Haji Abu Hanifah yang juga selaku Penasihat Persatuan.

Terdahulu, mereka telah diberi sijil lantikan ahli jawatankuasa tambahan pada 24 April lalu. Penyampaian sijil diadakan setiap dua tahun sekali melalui persetujuan mereka yang dilantik dan berkeupayaan dengan jawatan yang diberikan.

Pada majlis itu tetamu kehormat telah menerima peti pertolongan daripada Pengerusi PBSM Cawangan Daerah Belait, Chai Yum Fatt untuk diagihkan kepada beberapa buah hotel di daerah ini pada satu tarikh yang akan ditetapkan kemudian.

PBSM Negara Brunei Darussalam (PBSM NBD) ditubuhkan pada tahun 1948 dengan dikenali sebagai Persatuan Palang Merah Negeri Brunei (PPMNB) yang diasaskan oleh Almarhum Pengiran Temenggong Sahibul Bahar Pengiran Haji Mohammed.

Persatuan berkenaan mempunyai cawangan ibu pejabat di Pekan Seria di bawah seliaan pekerja-pekerja asing yang berkhidmat dengan Syarikat Minyak Brunei Shell (BSP). Setelah Negara Brunei Darussalam merdeka dari naungan British pada tahun 1984, persatuan terpisah dari seliaan Palang Merah British.

Dari sejak penubuhan hingga kini persatuan tersebut berkembang bukan hanya menjalankan misi kemanusiaan dan kes-kes darurat termasuk menyelamatkan nyawa dan kesihatan manusia bahkan juga turut sama memeduli kebajikan masyarakat.

PBSM Cawangan Daerah Belait kini mempunyai lebih 700 ahli dari peringkat remaja hingga dewasa serta empat orang penasihat yang dilantik kerana jawatan terdiri daripada Pegawai Daerah, PLB, Ketua JAPEM dan Ketua Pegawai Hal Ehwal Ugama di samping 48 orang sukarelawan yang berdaftar dengan persatuan tersebut dan persatuan berkenaan sangat mengalu-alukan orang ramai untuk menjadi ahli persatuan.

"WE JUST don't want to say things; we want to see changes."

When the ASEAN Youth Movement (AYM) delegates met in Hanoi, Vietnam, in 2012, that closing statement sums up the feelings of young people involved in volunteerism.

It must have struck a chord with the regional organisation and with young people in Brunei as recently, a Brunei proposal to establish a regional volunteer corps of young professionals that complements a youth volunteer programme in Malaysia was endorsed at the 8th ASEAN Ministerial Meeting on Youth.

A deep legacy of volunteerism runs in one of the oldest institutions in the Sultanate the Brunei Darussalam Red Crescent Society (BDRCS). Established as the Brunei Red Cross Society in 1948, the organisation was formally recognised and accepted into the International Red Cross and Red Crescent Movement in 1996 and is part of a 187-member strong global institution that prides itself on its volunteer base. BDRCS continues to maintain a unique characteristic among its sister Red Cross and Red Crescent societies: it is the only member made out entirely of volunteers (others maintain salaried staff in their structures).

"There is a great ambition from the National Society to extend on its humanitarian imperatives in the country, and building up its base of volunteers will be one way to start... its youth volunteers already benefit from the huge experience of an older group of retired volunteers," says Jeremy England, head regional delegation of the International Committee of Red Cross (ICRC).

ICRC was in Brunei on May 27 28 as part of regular visits to BDRCS to strengthen ties and continue discussions on ongoing efforts of development of the society, particularly in international humanitarian law and the protection of people in situations of conflict and armed violence, for which ICRC holds mandate.

Meetings with government officials from the Ministry of Education on May 28, was of particular success, with the department of schools throwing its full support behind a planned initiative to implement a school-based educational programme on humanitarian principles and values, and the laws that apply in conflict.

BDRCS records some 1,000 volunteers across Brunei, though it is unclear how many are active. It carries out regular activities, often coordinating with government departments such as the National Disaster Management Centre (NDMC) providing relief during natural disasters and the Ministry of Culture, Youth and Sports in community programmes such as first aid, blood donation drives and the recent Road Safety Pledge for which volunteers attracted almost 400 members of the public and schoolchildren to sign.

Its last high-profile humanitarian involvement was more than ten years ago in 2002 during the closing ceremonies of a royal birthday celebration on August 19. According to a story published by the International Federation of Red Cross and Red Crescent Societies (IFRC), "volunteers from the Brunei Darussalam Red Crescent were among the first on the scene when two separate fires broke out in two water villages".

It has always stayed close to regional and international developments within the Red Cross and Red Crescent Movement, however, hosting the Regional Disaster Response Team training for Red Cross and Red Crescent societies in Southeast Asia in 2011. It is also the standing chair of the organisational development forum for the Movement in Southeast Asia.

England pledges, "ICRC stands ready to continue working with BDRCS to strengthen its programmes, and continue working with the government... as an important partner for humanitarian action in the region and around the world."

He also notes Brunei's current engagement as ASEAN chair and its clout in the Organisation of the Islamic Conference (OIC) and Non-Aligned Movement (NAM), as opportunities to influence policy-making for positive changes.

BDRCS is one of 187 member National Societies worldwide who, together with the IFRC and ICRC, form the components of the International Red Cross and Red Crescent Movement.

KL Red Cross delegates to visit the Sultanate

INTERNATIONAL Committee of the Red Cross (ICRC) regional office in Kuala Lumpur will be visiting Brunei Darussalam Red Crescent (BDRC) from May 27 to 28, 2013 for a series of courtesy calls and meetings with local authorities.

According to a press statement, two courtesy calls have been confirmed to take place during the visit.

On May 27, a courtesy call will be made to Datin Hjh Adina Hj Othman, Deputy Minister of Culture, Youth and Sports around 2pm in the afternoon. On the day itselfI, CRC members will also have a meeting with the board members of BDRCS at Green Room, Berakas Indoor Stadium. It will then follow by another call to Colonel (R) Pg Dato Paduka Hj Rosli Pg Hj Chuchu, the Director for National Disaster Management Centre (NDMC). The ICRC delegation will meet Senior Officials at Ministry of Foreign Affairs at 3.30pm.

On Tuesday May 28, ICRC delegation will meet Acting Director of Schools at Ministry of Education building at Jalan Ong Sum Ping around 9am.

The delegation will proceed to have a meeting with Officials from Department of Co-Curriculum at their Office at Kampung Perpindahan Lambak Kanan, Berakas.

The ICRC established in 1863 and celebrates its one hundred and fifty years of humanitarian action this year, working worldwide to provide humanitarian help for people affected by conflict and armed violence and to promote the laws that protect victims of war.

An independent and neutral organisation, its mandate stems essentially from the Geneva Conventions of 1949; the cornerstones of the International Humanitarian Law (IHL).

While based in Geneva, Switzerland, the ICRC employs some twelve hundred thousand people in eighty different countries. Its regional office in Kuala Lumpur that was launched in 2001 covered Malaysia, Brunei and Singapore. It focuses on the dialogue with national and regional bodies on humanitarian issues and IHL, among others.

This year BDRC celebrates its 65th anniversary as it was formed in 1948.

A Delegation from the International Committee of the Red Cross (ICRC) regional office in Kuala Lumpur will be visiting Brunei Darussalam Red Crescent from May 27 to May 28 for a series of courtesy calls and meetings with the authorities and its primary partner in the country, Brunei Darussalam Red Crescent Society (BDRCS).

Mr Jeremy England, Head of ICRC Kuala Lumpur regional office will be accompanied by Ms Jacqueline R Fernandez, Head of Communications and Ms Fiona Barnaby, Legal Officer, in this two-day visit which aims to strengthen the relationship between the organisation and Brunei Darussalam.

KUALA BELAIT, Rabu, 1 Mei. - Persatuan Bulan Sabit Merah (PBSM) Negara Brunei Darussalam Cawangan Daerah Belait kini mempunyai lapan orang Ahli Jawatankuasa (exco) yang baru dilantik.  

Majlis Penyampaian Sijil Lantikan disempurnakan oleh Pengerusi Lembaga Bandaran Kuala Belait dan Seria (PLB), Haji Ishak bin Haji Abu Hanifah, selaku  tetamu kehormat dan salah seorang Penasihat Persatuan Cawangan Daerah Belait di salah sebuah resturan Kampung Pandan Tujuh di sini.

Ahli-ahli yang dilantik terdiri daripada Haji Ajak bin Haji Serudin, Dayang Pang Khek Hua, Tan Cho Hua, Chung Yin Ngee, Kuan Huat Chye, Shim Kin Ying, Noraini bte Haji Hassan dan Mariam binti Abdullah Liew yang telah menjadi ahli biasa sejak tahun 2011 dan sering bekerjasama memberikan khidmat sukarela dengan exco PBSM cawangan Daerah Belait.

Antara khidmat sukarela yang diberikan termasuk menyampaikan sumbangan berupa barang-barang keperluan asas yang dibiayai oleh penaja program kepada orang-orang berkeperluan termasuk warga emas yang tinggal di kawasan dari Pekan Belait hingga Liang Lumut.

Dari tahun 2011 hingga kini seramai sembilan orang warga emas dan orang-orang berkeperluan telah menerima sumbangan setahun sekali yang dikelolakan oleh persatuan berkenaan dengan kerjasama Jabatan Pembangunan Masyarakat (JAPEM) Cawangan Daerah Belait.

BANDAR SERI BEGAWAN, Jumaat, 10 Mei. - Persatuan Bulan Sabit Merah Negara Brunei Darussalam pagi tadi mengadakan Majlis Bertahlil dan Membaca Surah Yaa Siin di Kubah Makam Diraja di sini.

Majlis tersebut adalah bagi Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien dan Al-Marhumah Duli Raja Isteri Pengiran Anak Damit.

Ianya diadakan sebagai memperingati penubuhan Persatuan Bulan Sabit Merah yang ke-65 tahun di Negara Brunei Darussalam dan memperingati ulang tahun ke-150 tahun penubuhan Palang Merah dan Bulan Sabit Merah Antarabangsa.

Majlis turut dihadiri oleh ahli-ahli persatuan berkenaan dari keempat-empat daerah dan diketuai oleh Setiausaha Agung persatuan tersebut, Awang Haji Julaihi bin Haji Latif.

BDRCS holds tahlil to mark 65th year

MEMBERS of the Brunei Darussalam Red Crescent Society (BDRCS) held a tahlil ceremony in remembrance of Al-Marhum Sultan Hj Omar 'Ali Saifuddien Sa'adul Khairi Waddien and Al-Marhumah Duli Raja Isteri Pengiran Anak Damit yesterday morning at the Royal Mausoleum in Jalan Tutong.

The ceremony was among other religious events held by its members in conjunction with the 65th anniversary of the BDRCS.

Present at the event was BDRCS Secretary General Hj Julaini Hj Abd Latif and several BDRCS members.

Recently, BDRCS also held Maghrib and Isya' mass prayers as well as a recitation of Surah Yaasin and thanksgiving prayer at the Ash-Shaliheen Mosque in the Prime Minister's Office (PMO) Building Complex.

BDRCS programmes and activities are held to equip the youth with trainings in first aid, Red Cross Red Crescent Fundamental principles and organising volunteers in camps.

Brunei's Red Crescent Society was officially recognised by the International Committee of Red Cross (ICRC) on November 6, 1996. May 8 is observed as the International Red Cross and Red Crescent Day.
